European platforms for the exchange of balancing energy

Pursuant to Articles 19. to 22. of COMMISSION REGULATION (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing, there are four European platforms for the exchange of balancing energy to be developed by European TSOs:

  • European platform for the exchange of balancing energy from replacement reserve - (which is developed under TERRE implementation project)
  • European platform for the exchange of balancing energy from frequency restoration reserves with manual activation (mFRR) – (which is being developed under MARI implementation project
  • European platform for the exchange of balancing energy from frequency restoration reserves with automatic activation (aFRR) – (which is being developed under PICASSO implementation project)
  • European platform for imbalance netting process (which is developed under IGCC implementation project)

From 1 February 2019., HOPS has implemented and is operationally active on the platform for the imbalance netting process (IGCC project).

From 1 October 2018., HOPS is a full member of PICASSO and MARI projects and together with other European TSOs is actively involved in the process of designing and establishing of European platforms for aFRR and mFRR balancing services. The aim of these projects is to maximise social welfare by increasing competition, while maintaining security and increasing security of energy supply. 

HOPS is responsible for a national implementation and harmonisation of business processes and IT systems in order to successfully connect and interact with European platforms for aFRR and mFRR and balancing service providers. 

HOPS is not performing the reserve replacement process thus it is not a member of TERRE project.
