Statement of reasons for the adoption of Arrangement and basic elements of the Arrangement can be downloaded here.

Under subject of the message please state the following: 

• "HOPS_MNA", while the form should be named "HOPS_MNA_XXXX.doc",

Where, under XXXX in the title of the document you should put the abbreviated name of the representative of stakeholders.
