Network use / Transmission

HOPS provides access to network users on a regulated basis, in accordance with Croatia’s primary and secondary legislation , EU guidelines, ENTSO-E Operation Handbook and other documents. 

HOPS will provide access to and use of the transmission network always when it is technically possible. Only if there is insufficient transmission capacity, congestion or force majeure, HOPS may either restrict or deny network access. In that case, HOPS will inform, in writing, the users who have been denied network access of the reasons. The users who have been denied network access or are not satisfied with the conditions for network access may file a complaint to  HERA.

The user can access the network if he is connected to the network or has a signed Contract for Access to and Use of Cross-Border Transfer Capacities for export, import of transit of electricity.

The transmission network user pays a charge for the use of the transmission network according to the Rules on the Method and Criteria for Determination of Charge for the Use of Transmission and Distribution Network and the Decision on the Amount of the Charge for the Use of Transmission and Distribution Network.

Cross-border transfer capacities are allocated, used and paid for in accordance with the Rules on Allocation and Use of Cross-Border Transmission Capacities
