Croatian Transmission System Operator Plc (HOPS) is responsible for organising the balancing market throughout the territory of the Republic of Croatia in accordance with the Balancing Electricity Rules (PoUEES, HOPS 12/2023, HOPS 4/2026), which define, as a minimum:
- products and services,
- the prequalification procedure,
- contracting and the procurement procedure for reserved balancing capacity and balancing energy, the settlement of balancing services and the methodology for determining the price of reserved balancing capacity and balancing energy,
- contractual relations and imbalance responsibility, imbalance settlement and imbalance prices, taking into account the rules for the application of substitute load profiles, financial settlement of imbalances, as well as the procedure for resolving complaints,
- publication of data and information,
- settlement rules applicable in the event of suspension and resumption of market activities,
