Transmission System Operator ensures at all times that system frequency is maintained within a predefined stability range and that there is compliance with the amount of reserves needed with respect to the required quality. In the event of lack or surplus of electricity in the system, transmission system operator secures balancing energy through one of the following options:
- By activating or procuring energy from the balancing service providers which have a contract for balancing capacity and submitted balancing energy bids and other requirements as set out in balancing capacity contract
- By activating or procuring energy from balancing service providers based on their voluntary bids for balancing energy
- By exchange with other transmission system operators
- By purchasing and selling of electricity on market principles from electricity market participants and on the electricity exchange
